$BIDI format produces different results with IF versus WHERE statement.

In the code below, if the IF statement is changed to a WHERE statement, the code doesn't subset properly.

   data a; 
     x='øìèåº'; y=put(x,$bidi5.); output; 
     x='ïééìº'; y=put(x,$bidi5.); output; 
   run; 
 
 
   data b; 
     set a; 
     if y = put(x,$bidi5.);
   run;
